The Unification Issue of Assistant Cadre: A Journey Towards Equity and Seniority


Introduction:

The issue of unification within the ICAR has been a matter of significant importance for the Assistant cadre. Back in 1997, the Union Cabinet took a decisive step by deciding to unify the cadre of Assistant, PA, and PS, along with extending pay parity to them. Subsequently, ICAR issued an office order for unification and pay parity, but the issuance of a combined seniority list remained pending. Fast forward to 2023, after a favorable Supreme Court order, the cadre of stenographers (PA/PS) witnessed their unification. However, the Assistant cadre is still waiting for their unification and an equitable resolution. In this blog post, we delve into the current state of affairs for the Assistant cadre, the need for a combined seniority list, and the importance of achieving equity in the ICAR.

**1. The Unification and Pay Parity Decree of 1997:**

In 1997, a momentous decision was made by the Union Cabinet to unify the positions of Assistant, PA, and PS within the ICAR. The decision also extended pay parity to these cadres. In line with this decision, ICAR issued an office order for unification and pay parity. However, the issuance of a combined seniority list for the unified cadre was not realized at that time.

With the implementation of the 6th CPC's recommendations, disparities in pay emerged, leading to discontent among various cadres, including the Assistant cadre. While the HQ staff experienced pay increases, the Institute staff faced downgrades. The need for pay parity and unification was keenly felt, but progress remained slow.

**3. Legal Battles and Stenographer Cadre's Unification:**

To seek justice, the Assistant cadre pursued legal avenues, hoping for equitable treatment. While the Assistant cadre's unification and seniority list were still pending, the stenographer cadre (PA/PS) achieved a significant victory with the Hon'ble Supreme Court's favorable decision. As a result, the stenographer cadre witnessed their unification in 2023.

**4. The Ongoing Wait for Assistant Cadre:**

Despite the stenographer cadre's success, the Assistant cadre continues to await their unification and the issuance of a combined seniority list. The disparity in pay between HQ and Institute staff further highlights the urgency to address this issue.

**5. The Need for Combined Seniority List and Equity:**

To bring about true unification and equity, ICAR must prioritize the issuance of a combined seniority list for the Assistant cadre. Such a list will not only acknowledge their dedication and service but also pave the way for a more harmonious and integrated workforce within the organization.

The unification issue of the Assistant cadre remains a pressing concern, warranting prompt and decisive action from the ICAR.
